Should an athlete desire to play outside their Home Charter Organization based on their address and the league boundaries (for a reason other than an already approved “grandfathered” exception), the athlete’s parents/guardians may take the following steps.
- The athlete’s parents/guardians must petition their home charter organization for a Migratory Release of the athlete(s) in question. This petition requires final approval from the president of the Home Charter Organization.
- If the President of the Home Charter Organization approves the petition, the President will submit the petition to the League President for approval.
- If the President of the Home Charter Organization does not approve the petition, the issue will be considered resolved and the athlete will remain with the Home Charter Organization. Should the parent/guardian elect to no longer participate, they should directly communicate their desire to no longer participate with the Home Charter Organization.
POINT OF EMPHASIS: At no time after petitioning the Home Charter Organization should the parents/guardians directly communicate with the league board or any league personnel regarding the matter. Violation of this part of the policy will be considered a league violation and the parents/guardians and the athlete will be subject to further punishment from the league with punishments being at the discretion of the league.
In addition, if it discovered that parents/guardians are fabricating the home address of a league participant in order to avert the league boundaries and migratory transfer policy, the parents/guardians and child will be subject to suspension from all league activities for a full calendar year.
The league will be inclined to approve said migratory release assuming no adverse effects on the local league or the charter organizations can be foreseen.
Please note, once a migratory release has been granted/approved by the league, the local league board in coordination with the appointed members of the charter organizations retain the right to place the athlete in question with a new charter organization most in need of athletes of the player’s then-current division of participation. Reasonable thought will be given to traveling distance and convenience for said athlete and parents/guardians.
Migratory Releases – if approved – are valid for one league calendar year and must be requested and approved every year. An approval in a prior year shall in no way constitute an assumed ongoing approval by either the league or the charter organization.
